Separate the red, green and blue channels so colored fringes sit on opposite sides of each letter and slowly breathe a few pixels apart. Several times per loop fire an irregular glitch hit lasting a tenth to a quarter of a second: cut the frame into horizontal strips of random height and shove some of them sideways, push the channels much further apart, jolt the frame up or down, and scatter small blocks of colored pixel noise and inverted pixels. Snap back clean instantly. Add tiny technical readouts in the corners showing the channel offsets. Fine noise and faint scanlines throughout; keep hits short and partial, never a full-frame strobe. Loop every 6 seconds.
